Odisha's Ambitious Plan: Free Education from Kindergarten to Postgraduate
In an unprecedented move, the Odisha government has announced a ₹5,467 crore investment to offer free education from kindergarten to postgraduate level. This initiative, under the newly minted Gyanodaya – Shiksharu Samruddhi Scheme, seeks to realise the state’s vision of a fully accessible educational journey for its youth.
Presently, education from kindergarten to Class VIII is already free in Odisha. The new plan will extend this benefit to students pursuing higher education in government institutions. By the academic year 2026-27, the government aims to remove financial barriers, making education not only accessible but equitable and of high quality.
Investing in the Future
The decision, approved by the state cabinet, is a part of a broader strategy to enhance educational infrastructure and outcomes. With this investment, Odisha is set to become a trailblazer in educational reform, addressing long-standing issues of inequality and ensuring that no child is left behind due to financial constraints.
The scheme also aligns with the state's expansion of the mid-day meal programme, which will now cover secondary schools under the Mukhyamantri Poshan Yojana. This aspect of the plan alone will cost ₹4,224 crore and benefit 57.41 lakh students over five years, ensuring that students are not only educated but well-nourished.

While the plan is ambitious, its success will hinge on effective implementation. Ensuring that infrastructure, teachers, and materials are adequately provided will be crucial.
